Dallas Morning News Article Regarding the use of Technology

Here is a link to a Dallas Morning News article regarding the use of technology in the municipal courts of Carrollton to improve efficiency. It is an important read. The study makes clear that judicial leadership in the implementation of these projects is essential to getting full value from the new system and that failure to use the system has kept the city from realizing that potential.

See especially this excerpt:

The city spent about $743,000 to improve computer technology at the courts about three years ago, city staff said. “It is like a police officer not using the technology provided to them when they are stopped on the street,” Sutter said.

“The key issue facing the court is the ineffective leadership of the presiding judge,” according to Robbins’ report.

The paperless case management system will make a difference for court processing if the court uses the system to its full capacity, the report read. “This means that the judges need to start using the computers in the courtroom and that the clerks need to stop producing paper files for the attorneys and the judges. If this happens, the clerks will increase the amount of time for processing,” it read.

Judges who have embraced the technology and fully utilize the new processes will be running the most efficient courts.

Diana Williams Has Risen From Information Desk Clerk
To Family Court Clerk Trainer in Just Five Years

In February 2005, Diana Williams came to work at the District Clerk’s office as a clerk at the Information Desk, one of the toughest jobs in the department. That job entails answering the phone constantly usually answering questions from customers completely unfamiliar with the organization of the County and require a lot of assistance, as well as opening mail, entering data into the computer, and assisting frequently impatient and even angry customers who are frustrated in their search for a record that may be stored in some other building.

But with her infinite patience, her unfailing kindness and boundless humor, she did the job so well that soon supervisors recognized she had many talents that could be used in the courts. Her eagerness to help people – and a 15-year career as a project manager at AT&T in which she trained hundreds of employees – led her to apply for a Family Court clerk position, which she received.

Even with two active adolescent boys at home whom she and her husband adopted out of foster care, a busy church schedule and a large extended family, Diana excelled as a Family Court clerk and was recently named Trainer.

“Trainers must know every aspect of clerks’ jobs, and show others how to face every circumstance with customers helpfully and courteously,” says Danitra Wilkerson, Family Supervisor. “Diana has found her home in the District Clerk’s office in this job.”

District Clerk Passport Agents Recognized for Identifying Possible Fraud.

Thanks to the special training of our Dallas County Passport Agents, District Clerk deputies Oscar Tovar, Irma Torres, Merle Thornhill and Jeffie Swanson, were recognized for identifying suspicious fraudulent Passport Applications and submitting Fraud Observation Checklists to the to the Dallas Passport Agency.

These applications have been referred to Diplomatic Security for further investigation. With international security more vital than ever, the validity of passports plays a crucial role in the safety of our nation. Congratulations to our vigilant team for their high level of professionalism which serves our entire community and beyond.

First District Clerk's Record Electronically Submitted in 5th Court of Appeals

-- New Process is Major Milestone in All-Electronic Goal of Texas Court System

DALLAS, TX – (December 14, 2010) Dallas County District Clerk Gary Fitzsimmons has announced that under new local rules approved by the Texas Supreme Court and the Court of Criminal Appeals this year, electronic filing of records has begun at the 5th Courts of Appeal in Texas.

“We received a notice from the clerk of the 5th Court of Appeals on September 30th of this year advising us that the court could accept records submitted electronically through the new Office of Court Administration's (OCA) web-portal as of December 1st, 2010,” said Mr. Fitzsimmons. “Fortunately, the District Courts were ready to roll with the last court fully eConverted to digital processing on November 30th, 2010.”

Dallas County Commissioner John Wiley Price, who has been a staunch supporter and advocate for the Digital Courts Project said about the District Clerk’s four-year work on the project, “As usual, you and your staff have great foresight and we fortunate the voters of Dallas County realized it. In 26 years, I've never witnessed better organization or management.”

“As an example of how the ability to move documents electronically across institutional boundaries dramatically improves efficiency, it took no more than 10 minutes for my civil transcript clerk to upload the documents from OnBase directly to the OCA web-portal and send to the court,” explained Mr. Fitzsimmons. “That's no more than 10 minutes for the complete transfer.”

“We’ve been working for a long time to get electronic filing in the appellate courts in Texas,
Lisa Matz, clerk of the 5th Court of Appeals. “We’re very pleased that it has come together so easily working with the District Clerk from whose office we now accept electronic records.” Ms. Matz continued, “Federal Courts have been using an electronic case document management system for approximately five years, so we welcome another addition that will lead to a seamless system for all courts at every level.”

According to Ms. Matz, the Texas Supreme Court is set to begin accepting electronic filings and the 5th Court of Appeals will follow approximately 30 day after that process begins.

In the old paper-based system, the clerk would order the case file, assemble the documents, remove them from the case jacket, copy them, re-assemble the case jacket, prepare the transmittal paperwork, place them in an envelope and deliver it to the court and finally return the case file to records. The total paper-processing time alone would have been anywhere from 45 minutes to an hour, not including the time required to source the case file from Records.

“In the new process, the Office of Court Administration (OCA) web-portal system uses document "queues" to move the paperwork in precisely the same way my office moves eDocuments from the eFiling system to the individual court queues,” adds Mr. Fitzsimmons. “The OCA web-portal not only allows us to move records to the Court of Appeal, but also directly to any District or County court in the state that OCA has setup with its own queue. This means that most transfer cases may now be handled electronically with the same efficiency.”

Jenny Loucks – eFiler of the Quarter Winter 2011

Busy attorney, wife and mother Jenny Loucks began using efiling as soon as she learned about it in 2008. Why, she wondered, would any one with a hectic professional and personal life, not use a system that enables attorneys to submit petitions and other court documents from their computers anywhere.

“Efiling is so important to me as a solo attorney because it saves me hundreds of dollars in travel and time to E-file,” says Ms. Loucks. “And I just found out that I can get Citations as well which costs down on costs, too.”

“I have been delighted to find that I can file just about any Motion at anytime and have a file-marked copy in about 20 or 30 minutes,” adds Ms. Loucks. “And I am very happy that when I make mistakes, clerks are always willing to help me and laugh at my mistakes with me. I’ve had to make several calls to the Clerks when I’m confused and they always help me and never make it feel like it’s my fault.”

A native of Kansas City, she attended Drake University in De Moines, Iowa and went to Law School at Oklahoma City University.

District Clerk Deputies Find Volunteering on Adoption Day Fulfilling

On Saturday, November 20, 2010, deputies from the District Clerk’s office spent their day off volunteering at the annual Adoption Day proceedings at Henry Wade Juvenile Justice Center.

Volunteers provided clerical work, conforming and certifying documents for finalization of adoption for minors. On that day, almost 70 adoptions took place at Henry Wade with the help of staff that included Eva Richardson,
Melinda Thomas, Lela Robinson, Diana Williams (whose family has adopted two brothers out of foster care), Migel Hernandez, Tammy Dammer and Sally Null.

“I do this each year because it is enriching and enlightening to see to the selflessness and love people show in a life-time commitment,” says Eva Richardson, lead clerk in the 303rd District Family Court. “The most memorable adoption for me that day was a brother, who was only 18, adopting his little sister because their parents had died but he wanted to keep them together.”

Thank you to all these outstanding public servants who work with their hearts to bring together families in our community.

On October 1, we began our Fiscal Year 2011. Although District Clerk Administration worked hard to ensure that all deputies were kept informed about budget developments, I was very disappointed that the process this year created so much anxiety among county employees.

It is my hope that next year, the commissioners court will show the same commitment to transparency in the process that we did and will also ensure that crucial decisions are made in a timely manner.

I am extremely proud of all my deputies, as well as management, for going on with your work with pride and diligence during a year in which we did not get pay raises, but we held onto jobs. No matter where I’ve gone, I’ve seen our staff working hard and maintaining our reputation as the most efficient and respected department in the County.

For that I am very grateful to each of you who have provided excellent customer service, developed innovative ideas about how to improve processes and procedures and have one of the best attendance rates in the County.

I was deeply disappointed that despite our careful planning, the Commissioners Court waited until the last weeks to really examine the overall budget, which caused a lot of anxiety in every area. But I am looking forward to working with a new Commissioners Court after January. I think the new court will bring a much-needed positive energy and spirit of cooperation in doing what is best not just for Dallas County citizens, but also for our employees.

Taxpayers expect high-quality government services from every section of the District Clerk’s office us regardless of the economic climate. And, again, I want to state how proud I am of my staff. Thank you for your superb level of professionalism and your support.

Halloween Festivities Provide Laughs in District Clerk’s Office

In GACB the District Clerk’s annual Halloween costume contest, contestants ranged from staff members impersonating historical figures, such as Liska McCasland’s Cleopatra to those who were more than slightly scary, such as Mike Clark’s representation of death.

But the winners were light-hearted impersonators shown here: third place for Paula Burch’s regal Queen, second place for Jeremy Cooke’s hilarious impersonation of Mundo Rojano asking “Where’s Danitra?” and first place to Brittny Owens as Dorothy from the Wizard of Oz with daughter Isabella as Toto.

Some costumes were elaborate, like the elegant beaded silk ball gown that Queen Paula wore, and some were very simple, like the copied photo mask that Jeremy Cooke wore along with “tattooed” arms. Thanks to every one who participated and made the day more fun.

Frank Crowley Costume Ranged from Ghoulish to Whimsical

Adam Bourgeois, with a bloody severed head dangling from a hook in his had, was the most ghoulish entry in the Frank Crowley costume contest. He wore steel spikes on his feet that gave his towering creature, featured in the photo, an even more menacing air.

Deidre Gill’s adorable Mad Hatter costume from the Alice in Wonder Land won a second for the amazing detailed effect she created, down to her make up and coordinated attire.

Sandie Jones, whose Dracula looked as if he had just finished an afternoon vampire snack, was chosen for third place. Her coordinated make up and wardrobe were equally impressive.

GACB Sixth Floor Pod Wins Halloween Decoration With Team Approach

They used some creativity in painting paper lanterns and decorating felt bags to creative a colorful and varied theme, topped with the scary witch. For fun, a black cat Beanie Baby, a teddy with a decorated torso and others were added to the area.

Fact sheets listed the most commonly requested District Numbers were part of the material as well as other sources of information. Pamphlets on Family Court, Adoption, and Legal Services were also included

Passports Supervisor Sylvia Medrano and clerk Irma Torres are seen helping a community resident with a passport application. “This was a great opportunity to meet members of the community, to educate them about what the District Clerk office does and to answer questions about various County departments,” said Gary Fitzsimmons, who was at the booth in Reverchon Park.

Many organizations, including City of Dallas Library, Dallas Police Department Gang Unit, DART, Senior Services and Visiting Nurses Assoc. had representatives present offering information about their services to the community.

Deputy Clerks Receive Service Pins, New Deputies Get Mugs

At meetings at Frank Crowley and George Allen on Thursday, September 9, District Clerk Gary Fitzsimmons presented service pins and framed certificates to deputies who have completed five, ten, 15, 20 and 25 years of service in the department.

Deniece Asberry-Hughes, shown in the photo, was recognized for 25 years of service. Deniece currently serves as trainer for all criminal court clerks.

Jacci Cotton and Chloris Clark received 20-year pins. Jacci works in the Magistrate’s Court while Chloris is currently a clerk in the 194th.

Diane Taylor, clerk in the 193rd civil court received a pin and certificate in recognition for 15 years of service. Celeste Brown, Ann Ellis, and Angelina Meade, who all work in IV-D, received 10-year pins.

Michael Linarez, who recently began working in the Magistrate Court after serving in the criminal courts as a clerk, received a pin in recognition of his five years of service.

New deputies receiving the distinctive navy blue District Clerk mug included: Danitra Kegler, Candace Tyler, Michaela Jaramillo, Delmetria Washington, Sandra Lantz, Sacheen Anthony, Pamela Gann, Melissa Kowalksi, Edgar Martinez and Katriona Eggleston.

Sylvia Medrano Named Passports Supervisor

Sylvia Medrano, who has an exceptionally wide range of law enforcement, management and financial skills, is Supervisor of Passports, located in the George Allen central location. Sylvia spent three years as lead clerk in Oak Cliff’s Justice of the Peace Court, where she processed all civil and small claim lawsuits, eviction and other hearings. She then moved to the District Clerk’s Felony division where she was a cashier supervisor and bond forfeiture specialist.

Having spent eight years in the private section as manager of ten locations for a leading tax-related organization, Sylvia’s experience with a broad range of customers and processes brings balance to an impressive resume.

Proven words of wisdom guide Sylvia’s management style, she says. “I always praise in public and criticize in private, and always try to lead by example.” She has already demonstrated her generosity and an understanding of hard-working staff’s need for appreciation by appearing at the North Dallas Passports location with cupcakes, where she introduced herself to the staff.

Born and raised in Dallas, Sylvia graduated from the Government, Law and Law Enforcement Magnet High School and continued legal studies in college and obtained a Paralegal Degree.

She has proven her theory of leading by example: Her oldest son, Robert, also graduated from the Government, Law and Law Enforcement Magnet High School, received his Associates degree from Brookhaven College and now works for the Sheriffs Department at Decker. Son Roman, 15, is also a student at the Government, Law and Law Enforcement Magnet High School and intends to become an attorney. Youngest son Ryan, 8, is focused on sports and Spiderman.

E-FILER OF THE QUARTER

When fax-filing was eliminated as an option for filing original petitions in the District Clerk’s office, family lawyer Roderick Marx began using efiling. First, I want to thank all staff members for working diligently over the past year to not just maintain our level of customer service, but to improve it in many areas while facing a budget crisis. As I announced in our recent staff meetings, 2011 will be even more challenging as we cut another ten percent from our budget. However, even with these cuts, it is possible that we will face a three percent pay cut across the County, which I believe is a more equitable option than furloughs. Therefore, I encourage all of you to plan for this contingency and to explore ways to make your jobs more efficient and share ideas with colleagues so that we will still enjoy the reputation as one of the most competent departments in Dallas County.

District Clerk Reaches Historic Milestone with Public Access to Court Records

On July 2, after almost three years of preparation, public access to court records was made available at www.dallascounty.org/districtclerk.
Documents can be viewed from any computer by anyone anywhere for the first time in Dallas County.

“I want to thank every one – especially Records Manager Stan Tungate, seen in this photo, and Imaging Supervisor Harold Denney -- who has helped make this possible. Our customers, attorneys in particular, have been requesting this service and we are very pleased that we have delivered a system to serve them,” continues Mr. Fitzsimmons.

“We have been working steadily toward this day, involving more than 13 millions pages of records scanned, dozens of imaging clerks, their supervisors and a partnership with Dallas County IT. And now attorneys, judges, litigants, reporters and others can now view actual court case documents,” says Gary Fitzsimmons, District Clerk. “As staff members know, until now, only dockets have been available to the public on the Dallas County website.”

Currently, there are seven District Civil, eight District Criminal and one County Court At Law from which pending documents are available for public viewing. All Civil and Criminal Courts are expected to complete their conversion to this electronic platform by the end of 2010. District Family Courts will become available as confidentiality assurances are put into place.

Efiling Helps John Weninger’s Small Law Firm Make Every Minute Count for Company and Clients

George Vent was named Manager of Trust, Accounting and Collections after distinguishing himself implementing major changes initiated by District Clerk Gary Fitzsimmons after he was elected to office in 2007. In addition to managing accounting and collections, George oversees the Registry of the Court, where funds are deposited for bonds in civil cases, and ensures that the District Clerk’s management of trust funds established by civil and family court orders complies with Texas’ state laws.

A part of the District Clerk’s staff since 2007, Felicia Pitre has been named Civil/Tax Supervisor. Most recently, Felicia served as Passports Supervisor where she developed several proposals for generating new sources of revenue through that office and looking for new ways to streamline operations. She will bring that same resourcefulness in problem solving to her position as supervisor of clerks that serve 14 District Courts in a critical period as they complete conversion to a digital format, a major objective for the District Clerk.

Shundra Young Is New Collections Supervisor; Veteran Deputy Edmundo Rojano Promoted to IV-D Coordinator

Shundra Young joined the Trust, Accounting and Collections department in 2009 after moving from Tyler, Texas, where she worked as a paralegal for four years. Shundra attended Tyler Junior College where she received an associates degree in pre-law and attended Texas A & M Commerce, where received a BA in math in 2008, as well as teaching certification. Already well-prepared for a variety of positions in the workplace – from legal work to teaching math – Shundra is currently working towards a masters degree in mathematics from Phoenix University.

Edmundo Rojano, who has served in the District Clerk’s office for five years, worked most recently at the Land Bank desk in the Tax section before his promotion to IV-D Courts Liaison. Known for his versatility and ability to adapt quickly to different environments and new technology, he will support the Family and IV-D courts as they move forward in a digital environment serving more customers every year.

On April 21, 2010, a remarkable milestone was reached in the three-year-old digital courts project: district clerk deputies scanned the 10 millionth image in the continuing project, shown here.

Begun with a specialized team of imaging clerks, the project has now reached the point at which court clerks are scanning images as they come to the court, hastening the addition of more courts to the paperless format.

This morning an employee of AT&T was robbed at gunpoint and shot as she walked to work near the Dallas City Hall on South Akard.

Police suspect that the man involved in this morning’s shooting was also involved in another armed robbery that occurred at 800 South Akard near the Dallas Convention Center and another that occurred at 3500 East Commerce near Fair Park.

Earlier this week, a District Clerk deputy was robbed at gun point as she waited at a bus stop in East Dallas on her way to work.

Law enforcement can only do so much, so please be vigilant at all times about the space around you and take all precautions possible.

Now that every one has returned from spring break spent with their families, we are reminded of how necessary time away from work can be as an enrichment to our lives. This issue features some inexpensive ideas for spending time with your family in and around Dallas County and shows that making wonderful memories doesn’t have to mean spending a lot of money. Along with the suggestions listed, think about nearby State parks, which can be researched on-line. Day trips or weekends are great ways to get away from the city and the stress of work and daily life. So I want to encourage all employees to take time this summer and get creative incorporating existing family interests into your activities and exploring North Texas to establish new ones.

DIGITAL COURTS PROJECT IS IMPLEMENTED IN 204th, NEXT COURT WILL GO LIVE LATER THIS MONTH

The District Clerk’s hard-working criminal Imaging team, along with clerks of the 204th Judicial District, have scanned and indexed all pending cases in the court. That means that now Judge Lena Levario can manage her pending docket electronically, accessing documents from the bench even during hearings. This eliminates the necessity to maintain paper files that need to be pulled and brought to the court.

Judge Rick Magnis, presiding over the first 283rd Criminal District Court, has been using this electronic document management system for more than eight months. During this period, detailed problems in the process were identified and solutions were developed before implementing the system in the 204th.

Criminal District Court #3, under presiding Judge Gracie Lewis, will go live on April 26th. As soon as this court is managing cases smoothly using the digital system, the remaining criminal courts will begin using the system as well, making all Dallas County District Criminal digital.

In Memoriam: Rita Liston

Rita Liston, most recently clerk in the District Drug Court, died this past week unexpectedly. During her 33-year career at Dallas County, she won Employee of the Quarter in recognition for the dedication to customer service and devotion to her job for which she was known. Her service included time spent as a Family court clerk in the 254th and 303rd before being transferred to the Criminal Courts. She served in Criminal District Courts #5, the 363rd, the 291st and finally the drug court for the past four years.

A Native American of the Navajo tribe born in Zuni, New Mexico, Rita was proud of her heritage and especially of the turquoise jewelry-making skills passed down by her father, and attended regional tribal gatherings whenever possible.

Says close friend and colleague Kendra Matthews-Freeman, “She loved the sound track from Titanic because its majesty reminded her of her home, and it moved her spiritually. She remained close to her family and their roots all her life.”

Her survivors include sisters Jan, Nellie, Karen, Linda and Mabel; brothers Virgil, Clint, Mike and Leonard; daughter Candice; and two grandchildren who lived with her and were her special joy, J.T. and Jordyn.

When she was just 23, Gale Tobias joined the District Clerk’s office at its information desk. She became a clerk in a civil court, then married and moved to Florida. In 1988, Gale rejoined the civil courts but left again in 1991 to work for a law firm. She returned to the District Clerk’s office in 1992 when she sent to the family courts then the juvenile courts where she began as a second clerk, then became chief clerk. Patricia Elliott, a long-time clerk in Document Production, asked Special Assistant Felicia Pitre what happens in Commissioners Court each week. With that question began an idea to create a program in which one deputy office-wide will be randomly selected to attend Commissioners Court each week to observe the proceedings. During the last week of each month, four names will be drawn from all deputies in every section of the District Clerk’s office; then those four individuals will be notified about the date on which they are invited to attend. Deputies may decline or accept the invitation, with their supervisor’s approval.

Since 1982, Anne Erwin has demonstrated her characteristic diligence, determination and ability to learn a vast array of skills and knowledge in the District Clerk’s office.

Within a year of her hire as a front desk information clerk, she was promoted to a position at the civil file desk. After being promoted to the bond forfeiture department where she worked several years, she was again promoted to the position of an investment clerk in the Trust Department. Having shown an outstanding ability to grasp functions in diverse areas of the District Clerk’s office and to excel in each, Anne was named as the first Employee of the Quarter in 1987. She was soon promoted to the position of criminal process supervisor in 1987, then assistant criminal manager. And in she became the criminal courts operations manager. When I sought the office of District Clerk in 2006, a major part of my campaign platform was my pledge to bring the office into the 21st century with technology. I am extremely proud of the work our office has done to move the Digital Courts Project forward. After a successful roll-out in the 302nd District Family Court, we sought to bring greater efficiency to our customers and the judiciary by digitizing all civil e-filed documents. And on August 17, we created Dallas County’s first criminal felony digital court, the 283rd Criminal District Court. I want to thank every staff member – from clerks to managers and our chief deputy – whose hard work has made these accomplishments possible. We are well on our way to helping fulfill my promise to the citizens of Dallas County to make our District Courts among the most efficient in the State of Texas.

Having just passed the 25th anniversary of her arrival in the District Clerk’s office, Criminal Courts Supervisor Tina Cooper loves her job and exudes a fresh enthusiasm rare among new arrivals, much less long-time veterans.

For Tina, the best part of her job is helping people. “It moves my spirit and makes me feel good,” she says. That kind of continuing personal positive motivation and resulting rewards no doubt have played a large role in her continued rise within the District Clerk’s office, where she began in 1984 as a certified record copy clerk. She quickly was promoted to the position of a civil courts clerk, then chief clerk and finally civil courts trainer. Begun in 2001 by Judge Robert Francis, the Substance Abuse Felony Punishment Facility now serves more than 200 participants. Moved to the George Allen Courts Building in February, Judge Francis presides over sessions in which clients report their progress in this special program created to assists former abuses in obtaining medical treatment and other services needed to rebuild their lives and avoid the cycle of abuse. Recipes, Choose Cover of Cookbook

To raise funds for the District Clerk Benevolence Fund, its committee, which includes Mary MacDonald, Robert Hurd and Brittny Owens seen reviewing covers, is coordinating the collection and publication of recipes for a book to be sold this fall. “Every one can submit as many recipes in as many categories as they want,” says Felicia Pitre, chair of the Benevolence Committee. “We want this book to be as full of hospitality, fun and diversity as our staff is.”

“Categories include appetizers, salads, vegetables, meats, ethnic favorites, deserts, barbeque and any other sort of dish that will make people want to buy this cookbook, use it and keep it for years to come,” adds Felicia.

Recipes should be submitted by September 1 as Word documents attached to emails sent to Brittny Owens at Brittny.owens@dallascounty.org. To vote for one of three final selections for the cover, Click Here!
